The National AIDS Control Commission (NACC) would like to recruit two qualified and experienced employees to the following vacant positions:
1. Interna Auditor ;
2. Receptionist.
Position1 :
Under the direct supervision of the NACC Executive Secretary, the Internal Auditor shall be responsible for the following duties:
- To verify the conformity of expenditures in accordance to the laws and regulations governing public expenditure procedures;
- To approve the regularity of payments;
- To audit the budget of the institution during its implementation and a posteriori;
- To verify that accounting books are regularly kept and to make sure that operations are timely recorded with the correct amounts corresponding to the appropriate accounts for the period of the operations concerned to the extent that it allows on one hand, to prepare financial statements in the framework of the accounting procedures and methods and to justify proper management of finances and debt documents.
- To make sure that operations are carried out in accordance to regulations in force;
- To make sure that the assets of the Commission cannot be accessed without prior authorization from the institution having financial management in its attributions;
- To submit a monthly report and a comprehensive annual report and as often as it may be requested by the Executive Secretary;
- To audit all NACC services so as to make sure that their functioning is effective and efficient;
- To formulate recommendations on changes to be carried out at the administrative, financial, and human resource level.
- To carry out any other duties assigned by the superiors.
Qualifications required:
- Be a Rwandan by Nationality;
- Have a professional certificate in accounting and auditing(ACCA, CPA) or a Bachelor’s degree in Management, Economics or Accounting with a minimum experience of 4 years as an Internal Auditor in a recognized public or a private institution ;
- Relevant experience in projects management funded by bilateral or multilateral organizations is desired;
- Fluent in French, English and Kinyarwanda;
- Strong computer skills.
Position 2 :
Under supervision of the Director of Administration and Finance of NACC, the receptionist shall have the following responsibilities:
- To guide visitors who come in different services of NACC;
- To participate to the elaboration of documents to be examined by the Commission;
- Implement decisions made by the commission as regards to his/her activity;
- To establish the telephone link between NACC staff and even the outside;
- To record the in-coming and out-going mail of NACC;
- To carry out all other tasks assigned by superiors.
Qualifications required:
- Senior Six certificate;
- At least 2 years of professional experiences to the position of Secretary or receptionist;
- Presentation of certificate of similar rendered services;
- Fluency in French, English and Kinyarwanda;
- Fluency in French and/or English
