THE NATIONAL AIDS CONTROL COMMISSION IN RWANDA
The cabinet established the National AIDS Control Commission (C.N.LS) on 24 November 2000. It was created by the Presidential decree N°02/01 of 16/03/2001.
The C.N.L.S attributions
The Commission is charged with:
- Assisting the Rwandan Government in determining, putting into implementation the national Aids control policy;
- Serving as an organ for coordinating national strategies and for the preparation of action plans for institutions involved in matters of AIDS control activities;
- Sensitizing the population to mainstream actions of AIDS control in their day-to–day activities, taking into account priority strategies highlighted in the National policy.
- Mobilizing funds for AIDS control both nationally and internationally;
- Continued sensitization of authorities in the country to support the national policy on AIDS control.

Some of the activities realized by the commission
- Preparation of the Organic framework for the National AIDS control 2002-2006;
- Preparation of the National Plan for Monitoring and Evaluation 2002-2006;
- Preparation of the National Multisectoral plan for AIDS control 2002- 2006;
- Establishment of the Provincial AIDS Control Commissions 2002-2006(CPLS);
- Establishment of 106 AIDS Control Commissions in districts (CDLS)
- Putting in place Focal points in Public and Private Sectors and at the community levels.

- Strengthening preventive measures of HIV/AIDS transmission
- Strengthening epidemic surveillance
- Improving the general quality care of persons infected and affected
- Strengthening measures of poverty alleviation and mainstreaming gender in the HIV/AIDS control
